2012 Open Enrollment News

Open Enrollment is the only time during the year, with limited exceptions, that you may:

  • Change your health plan coverage in the District of Columbia Employees Health Benefits (DCEHB) Program or the Federal Employees Health Benefits (FEHB) Program;

  • Enroll in Short-term and Long-term Disability Insurance programs;

  • Set up Flexible Spending Accounts (FSAs) to pay for out-of-pocket health care and/or dependent care expenses with before-tax dollars; and

  • Add new dependents to your health plan.

Additional Information about the 2012 Open Enrollment process:

  • If you participated in the Aetna HMO or United POS healthcare plan in 2011, your coverage will terminate effective 12/31/2011.  You must select a new healthcare plan for 2012, or you will automatically be enrolled into a similar health plan for 2012.

  • District of Columbia Employees Health Benefits (DCEHB) Program participants will have three coverage tiers of Self, Self +1 and Self & Family. 

  • There will be a true enrollment for DC Employee Life Insurance.  Employees originally hired on or after 10/1/1987 will be able to enroll/add/increase coverage; furthermore, enhancements for “Option C” (Family Coverage) have been added.  

  • If you participated in a Flexible Spending Account for health and dependent care programs during 2011, your FSA enrollment will not automatically continue into 2012.  You must re-establish your FSA accounts for the 2012 plan year.  New participants in the Flexible Spending Account program are welcome to enroll. 

  • Please note the new limitations for commuter and transit pre-tax contributions.

  • If you want to maintain your current level of coverage for the health benefits and short-term disability programs for 2012, you do not need to do anything; your enrollment will continue automatically. 

  • You are highly encouraged to review your dependents and beneficiaries during Open Enrollment to ensure that all information is correct.

When reviewing and/or selecting a new health insurance program, please make sure that you review the complete plan summary information to make an informed decision.  There may have been changes in co-pays for hospitalization, prescriptions, primary care, and specialist care visits.

Federal Employee Health Benefit (FEHB) Plans are only available to employees first hired by the District government on or before 9/30/1987.

*Note FEHB open enrollment will close on Monday, December 12, 2011.

2012 Health Benefits Premium Rates

Provided below are the bi-weekly premium rates for both the DC Employee and Federal Employee Health Benefit Plans.  Employees who are paid for 10 months of the year (22 pay periods), should refer to the premium rates listed for 10-month Educational Aides.

Premium rates do not reflect the full cost of services provided.  Refer to the plan summaries for detailed information regarding health insurance plan costs and covered benefits.

Life Insurance Open Enrollment Available for Plan Year 2012

Life Insurance Open Enrollment is available this season for employees hired on or after 10/1/1987. 

Life Insurance Open Enrollment occurs every seven to ten years. Do not miss your opportunity to enroll in life insurance or to increase your current life insurance coverage.

Basic Life Insurance

Coverage begins on Day 1 of employment and you are automatically enrolled in the benefit unless you previously declined the coverage.  Basic life insurance is equal to 1x your annual salary (rounded up to the nearest $1,000) plus $2,000.

Supplemental Life Insurance

You cannot enroll in supplemental life insurance unless you elect to enroll in the basic life insurance plan.  Premium rates are based on age and salary. 

  • Standard - Option A
    • Additional $10,000 worth of insurance coverage
  • Additional – Option B
    • Additional coverage equivalent to one up to five times your annual salary
  • New!  Family – Option C
    • Coverage rates for Life Insurance Family Option C will increase in 2012. Employees can elect to add the additional coverage for eligible dependents from one up to five times your annual salary.

There are two easy steps to ensuring that you have the coverage that you need for Plan Year 2012.

Step 1.  Use this website to review the benefits options available to you for Plan Year 2012.

Step 2.  Use the 2012 Open Enrollment User Guide to make all your open enrollment changes through PeopleSoft Employee Self Service.
