A Five-Year Action Plan for District of Columbia Public Schools

The District of Columbia Public Schools boasts individual schools and classrooms with high
quality programs and strong results. Despite growing pockets of excellence, however, our school
system’s shortcomings remain deep, widespread and systemic; and the situation for our city’s
children as a whole continues to be unacceptable. In 2006-2007, less than 15% of our students
met nationally recognized standards of proficiency in reading and mathematics, placing them
last in the nation. Just over half of our students graduate from high school.
