Small Capital Projects

Facilities Planning and Design (FPD) Division Team Mission 

The Facilities Planning and Design (FPD) team equitably creates and maintains healthy, sustainable and inspiring learning environments by fostering strong school community relationships to allow students to thrive. 

What is a Small Capital Project?

     At DC Public Schools (DCPS), we know even small changes can make a big difference in our schools. Small Capital Projects (SCP), often referred to as stabilizations, are projects that focus on targeted facility improvements that enhance learning environments, address urgent repairs, and keep our buildings safe and functional. These improvements often take 1 to 2 years based on the size and complexity of the project. 

     Small Capital Projects bridge the gap between routine maintenance work orders, submitted through Salesforce, and full school modernizations, tackling critical facility needs that are too complex for daily repairs but not large enough to require a complete modernization. We work closely with DGS, which oversees the contracts/contractors and ensures that these projects meet the necessary capital eligibility criteria for funding. 

What is Capital Eligibility?

     Capital eligibility refers to the criteria that determine whether a project can be funded through capital funds rather than operating funds.  In general, projects that are capital eligible involved long-term improvements or investments that extend the life of a facility, such as renovations, upgrades, or replacements of major building systems (e.g. HVAC, roofing, electrical, etc.). These projects typically exceed scope of routine maintenance or repairs and have a lasting impact on the building’s infrastructure.  

What kinds of projects are considered Small Capital Projects?

Think upgrades, new installations, and renovations that make a big impact, such as: 

  • HVAC upgrades to improve indoor air quality and ventilation 
  • Playground and athletic facility improvements 
  • Critical systems like PAs and fire alarms 
  • Interior and exterior door upgrades 
  • Accessibility enhancements like new elevators installations 

Each project is carefully planned to meet the needs of our students and staff, ensuring schools remain safe and functional year-round.
