The DCPS Office of External Affairs’ Community Action Team (CAT) is comprised of individuals who serve communities based on Ward.
Each CAT member is responsible for building and sustaining strategic relationships with key community stakeholders, including those who have been historically underrepresented in our decision-making process.
The CAT is also responsible for assisting DCPS stakeholders in accessing information and resources offered by DCPS and communicating external needs and trends back to DCPS.

Stephanie Arias, CAT Specialist, Wards 1 & 4
Stephanie is a proud native of Washington, DC, with deep roots in Wards 1 and 5. She attended Oyster Bilingual Elementary School, Alice Deal Junior High School, and Columbia Heights Education Campus. She earned her Bachelor of Arts degree from Trinity Washington University. Before joining DC Public Schools, Stephanie spent six years at the DC Office of the Ombudsman for Public Education, a small agency within the State Board of Education (SBOE), where she worked closely with families and schools to address and resolve education-related concerns. Stephanie is bilingual in English and Spanish, a skill that has strengthened her ability to connect with and support diverse families across the District. Today, she lives in Ward 5 and is a dedicated DCPS parent. Stephanie is driven by a strong commitment to educational equity and believes that every student in DCPS deserves access to a high-quality education, regardless of their background.

Trianna Downing, CAT Specialist, Wards 2 & 3
Originally from Minneapolis with family ties along the east coast, Trianna fell in love with Washington, DC during her undergraduate years at George Washington University. She officially made DC home in August 2020, beginning with a teaching fellowship in a Virginia school before transitioning to a role within the DC State Board of Education (SBOE). In May 2025, Trianna earned her Master of Science in Education Policy from Johns Hopkins University, where she focused on advancing educational equity by merging academic excellence with community impact. Passionate about empowering students and creating more equitable learning experiences, Trianna is always eager to connect with others who share her commitment to education, equity, and community engagement. She currently lives in Adams Morgan in Ward 1. Outside of work, Trianna enjoys curating Spotify playlists, collaging, tending to her plants, and spending quality time with family and friends across the DMV.

Quintin Floyd, CAT Specialist, Wards 5 & 6
Quintin is a native Washingtonian who grew up in Ward 8. He attended The Naylor Road School and St. Vincent Pallotti High School. He holds a Bachelor of Arts in Psychology from Paine College and a professional certificate in streetwear from Parsons School of Design. Currently residing in Ward 5, Quintin is a dedicated father and husband. He serves on the board of The Future Moguls Inc., a DC-based nonprofit that supports young entrepreneurs. Quintin believes that all children deserve a quality education and that all families deserve a seat at the table.

Harley Morgan, CAT Specialist, Wards 7 & 8
Harley is a native Washingtonian and proud product of DC Public Schools. Having attended Shadd Elementary, Roper Middle and Eastern Senior High, Harley genuinely has a strong passion for engaging and empowering youth and families in DC. Over the last 20 years, Harley's experience has spanned teaching, mentoring, case management, program/curriculum development, and management. Harley believes that when children believe in themselves, anything is possible, a message that he consistently shares with all youth and his 6-year-old daughter; youth encouragement and empowerment is a high priority for him. Harley has supported schools and communities in Wards 7 and 8 for the last seven years, cultivating and sustaining many relationships, opportunities, and experiences for students, families, and school communities.

Sharona Robinson, Manager, Community Affairs and Engagement
Sharona is a native Washingtonian who grew up in Wards 7 and 8. She attended Martin Luther King Jr. Elementary School, Jefferson Junior High School, and Ballou High School. She is a Ward 7 resident and mother of four Ballou graduates, Classes of 2015, 2019 2021, and 2022. Sharona served as the PTSA President at Ballou High School for several years and has served on a variety of education committees, including the Chancellor’s Parent Cabinet and the DC Advisory Committee on Student Assignment. She believes that all children deserve a quality education, no matter where they live. Although Sharona works with school communities across the city, her goal is to engage more families and community stakeholders, especially those who live East of the River.
