Student Placement provides educational options for non-traditional students (secondary students who have dropped out or are at-risk of dropping out) and transfer students (those who are new to the District of Columbia or are transitioning from juvenile correctional agencies). - Immediate Involuntary Transfer - A DCPS secondary, educational campus or elementary student charged with or accused of a criminal offense that jeopardizes the peace, health, safety or welfare of the students or staff of the DC Public Schools either as a juvenile or as an adult can be proposed for an immediate involuntary transfer.
- Involuntary Transfer - A student displaying behaviors and/or actions that are counter-productive to school culture, risk to the safety of self or others, or that disturbs the peace, health and/or welfare of the students/staff. This also includes court-ordered actions such as: Stay-Away Orders or Temporary Restraining Orders.
- Victim Transfer - A DCPS secondary, educational campus or elementary school whom is the victim of a criminal offense (a) committed in school, (b) on school grounds, (c) at a school sponsored activity, or (d) during safe passage (to/from school) shall have an opportunity to transfer to another school pursuant to the Individual Student Victim Transfer Option of the (DCMR) District of Columbia
- Chancellor’ Military Directive (Base Housing) - DCPS recognizes that school-age children residing on military bases located within the boundaries of the District of Columbia face obstacles to educational success, such as frequent moves and the deployment of one or more of their parents. In order to help overcome these obstacles, and to accommodate the Council of the District of Columbia’s recent passage of the Interstate Compact on Educational Opportunity for Military Children Establishment Act of 2012, DCPS issued a Chancellor’s Directive to allow such children to enroll, at any point during the school year, in the school of their choice, pending classroom and/or program availability.
- Opportunity Academy Program - Opportunity Academies are designed to help overaged and under credited students regain their academic footing, graduate, and become successful in their choice of post-secondary endeavors. DCPS has 3 locations to serve our students, Ballou STAY (SE Campus), Luke C. Moore (NE campus) and Garnet-Patterson STAY (NW campus).
- Charter Expulsions - Expulsions resulting in a violation of federal laws such as (a) the "Gun Free Schools Act" due to incidents involving weapons, (b) possession and distribution drugs or (c) cases involving serious physical violence should be referred to our office for further review.
- Discretionary Out of Boundary Transfer - The discretionary transfer process is meant to give the Chancellor the ability to grant transfers in extremely limited situations where the extenuating and unique circumstances related to an individual student and family justify the transfer.
