Enrollment for Students of Military Families

Enrollment and Placement of Children of Military Families Residing on Military Bases Located in the District of Columbia

DCPS recognizes that school-age children residing on military bases located within the boundaries of the District of Columbia face obstacles to educational success, such as frequent moves and the deployment of one or more of their parents. In order to help overcome these obstacles, and to accommodate the Council of the District of Columbia’s recent passage of the Interstate Compact on Educational Opportunity for Military Children Establishment Act of 2012, DCPS issued a Chancellor’s Directive to allow such children to enroll, at any point during the school year, in the school of their choice, pending classroom and/or program availability.

DCPS is an active participant in the Military Interstate Children’s Compact Commission (MIC3).

The Compact deals with the challenges of military children and their frequent relocations. It allows for uniform treatment as military children transfer between school districts in member states. By having the Compact in place Student Placement is able to assist families with enrollment at any school within DCPS that has the seating capacity to accommodate the student(s).

The Military Compact covers educational placements for those families, that are:

  • Active duty members of the uniformed services
  • Members/veterans who are medically discharged and retired for one year
  • Members who die on active duty, for a period of one year after death
  • Uniformed members of the Commissioned Corps of the NOAA and USPHS

The Military Compact does NOT cover educational placements for those families, that are:

  • Inactive Members of the National Guard and Reserves
  • Members now retired not covered above
  • Veterans not covered
  • Other Department of Defense personnel, federal agency civilians and contract employees not defined as active duty
  • Members other than the uniformed personnel of NOAA and USPHS
