Shepherd Elementary School
For five years, Dr. Phyllis Hedlund served as the Chief Academic Officer for E.L. Haynes Public Charter School. During her tenure, she initiated major shifts in curriculum, instruction, and culture that contributed to the elementary campus becoming one of the highest performing elementary schools in the city. She began her career as a middle and high school English and language arts teacher after graduating from Rutgers University. Since earning a Master of Educational Leadership and Doctorate in Curriculum in Instruction, both from George Washington University, she has served as a teacher educator, curriculum developer, instructional and leadership coach, and was the founding principal of City Collegiate Public Charter School.
