Pursuant to §3511 of Division A of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), P.L. 116-136 (H.R. 748), 34 Stat. 281 (Mar. 27, 2020), the District of Columbia Office of the State Superintendent of Education (OSSE) issued waivers to enable local education agencies (LEAs), including the District of Columbia Public Schools (DCPS), to apply for waivers of certain grant requirements. These waivers would provide the LEAs more time and flexibility to spend grant funds available for several federal programs.
DCPS submitted the attached waivers to the OSSE in June/July 2020. These waivers allow flexibilities and no cost extensions for the following grant programs:
- Title I, Part A (Improving Basic Programs Operated by LEAs)
- Title I, Part D, Subpart I (Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At Risk)
- Title II, Part A (Supporting Effective Instruction)
- Title III, Part A (English Language Acquisition, Language Enhancement, and Academic Achievement)
- Title IV, Part A (Student Support and Academic Enrichment Grants)
- McKinney-Vento Education for Homeless Children and Youth Program
- Title IV, Part B (21st Century Community Learning Centers)
- Section 1003 (School Improvement)
- IDEA Part B- Section 611
- IDEA Part B- Section 619
In November 2021, DCPS submitted additional waivers from OSSE for the following programs:
- Title I, Part A (Improving Basic Programs Operated by LEAs)
- Title III-A Sec3114(d) Substantial Increase in Enrollment of Immigrant Youth and Children
