American Federation of State, County, and Municipal Employees (AFSCME)

Union Contract

The AFSCME union membership includes DCPS employees from a variety of positions: administrative, instructional, and legal.  Browse the following sections below to view position compensation information for each position type. AFSCME Administrative and Instructional

The step placement for new hires is determined by an analysis of both the candidate’s educational level and years of previous employment in a related position. Most Educational Aides (EG-4) in DCPS work 35 hours a week, 10 months a year. Therefore, Educational Aides are compensated at an hourly rate instead of an annualized rate. Other EG-4 employees (i.e., Clerks) work 40 hours per week and are on a 12-month pay schedule. For more information regarding compensation please email [email protected].

AFSCME Pay Scales

All employees on the EG-5, EG-6 and E-7 pay scales are on a 12-month pay schedule. The highest step placement available for external hires is a step 8, with steps 9 and 10 reserved only for existing employees. Within the administrative grade (EG/DS pay scale), there are four salary bands:  EG-4, EG-5, EG-6, and EG-7. Please see the step scale below:

The EG/DS pay scale has one educational level, which applies to all employees on this scale. Step credit (upon hire) may be provided for individuals with additional degrees. Employees are eligible to progress to the next step on the pay scale after successful completion of the required year(s) of service within their position. The years of service required for each step on the pay scale is outlined below:

  • Steps 1-4: 1 year of service between each step increase
  • Steps 5-10: 2 years of service between each step increase

AFSCME Legal (Paralegals and Attorneys)

There are five pay scales for legal positions in the Office of General Counsel. The AFSCME-Legal pay scales each have one educational level band, which applies to employees on the scale. Employees on the AFSCME-Legal pay scale are on a 12-month pay schedule.
