Tracy Foster has proudly served students and families for over 21 years as a lead teacher, assistant principal, principal, and executive director. Ms. Foster began her career as an elementary teacher in Oakland, California where she was born and raised. She later relocated to Maryland where she worked as an elementary and middle school teacher for the Prince George’s County Public School system. In 2007, she transitioned to the District of Columbia where she served as an assistant principal at Browne Education Campus and for Friendship Public Charter School’s Chamberlain Campus. In 2011, she took the helm of Randle Highlands Elementary school in Ward 7 where she served as principal for five years. Randle Highlands became an international elementary school reform model, which focused on personalized and experiential learning, and led to the expansion of blended learning opportunities for students in forty-one of the district’s schools.
Following her tenure at Randle Highlands, Ms. Foster was named Executive Director of Community Schools for Johns Hopkins University School of Education. At John’s Hopkins, Ms. Foster oversaw Elmer A. Henderson: A John’s Hopkins Partnership School and the Weinberg Early Childhood Center in East Baltimore. Three years later she was appointed executive director to the Chief Academic Officer for Montgomery County Public Schools in Rockville, where she assisted with oversight of all academic programs and services for the districts 206 schools.
Ms. Foster received her bachelor’s degree from California State University East Bay and a Master of Science in Administration degree from Trinity Washington University. She also holds an Executive Master’s in Leadership from the McDonough School of Business at Georgetown University.
